Texas Commission on the Arts has announced the 2007 and 2008 State Artists of the Year: Lee Herring and David Keens are the '07 2-D and 3-D artists, respectively, and Janet Krueger and Damian Priour are the '08 ones. Who……? Who picks these people? Here's a clue from TCA's press release: "'State artists demonstrate the essense of what art in Texas is all
