REQUEST FOR QUALIFICATIONS & PROPOSAL
PROJECT: 109 E. Kaufman Street Mural – DT Rockwall, TX ELIGIBILITY: Open to artist residing in Texas
OPPORTUNITY: The Rockwall Art Commission is seeking qualifications and proposals from artists skilled, experienced and interested in creating a large scale mural in Downtown Rockwall. Please read and consider all conditions of this project prior to submitting your qualifications and proposal.
SITE DESCRIPTION: The east facing wall is located in Cain’s Corner Park, at the northwest corner of Kaufman and North San Jacinto Streets. Designed as a compact public space for visitors to lounge, often times used by guests for morning coffee, afternoon breaks or people watching. Historically, the property operated as a used car facility, where men of the community often gathered over coffee to share stories. The entire property was vacant until this spring when the City of Rockwall and the property owner entered into a public/private partnership renovating the building into a public restroom and designing a public park space at the front entrance. This will be the second mural in a series slated for the downtown area and will serve as a backdrop/focal point in the park space.
CURRENT PROJECT STATUS: This project is fully funded as part of the 2012 Downtown Capital Improvement Project.
TIMETABLE: The timetable for the mural installation is October 31, 2017.
PROJECT DESCRIPTION: The Art Commission requests specific elements for inclusion in the design: 50’s/60’s era automobiles, similar in style or reminiscent of the 1973 film “American Graffiti.” While commissioners wish to incorporate some historical elements, commissioners strongly desire an innovative and forward design that compliments the park space and aesthetics of the newly renovated downtown area. The mural is intended to provide public art for display and if possible, integration of an interactive component to encourage photo opportunities for the public. Currently, residents and visitors use the wall for professional photos as well as social media posts. The paintable space is approximately 15’ H X 30’ L, attached as Exhibit A. At this time, the commission is not asked to amend the wording or make any changes to the area located outside of the area shown in Exhibit A. The current condition of the wall may require work in order to accommodate a long-term mural. Costs associated with prepping the wall for the mural should be included in the artist’s proposal.
PROJECT BUDGET: Project proposal should be inclusive and provide detailed costs for design, fabrication, travel, lodging, overhead, insurance, site preparation, equipment and any associated costs.
PROJECT SELECTION PANEL: The Art in Public Places program is administered by the City of Rockwall. The commission will be responsible for artist selection as well as recommendations to City Council for final approval of artwork and funding.
SELECTION PROCESS: Artists are asked to submit a portfolio of work, a resume, references, as well as project proposal. Specific instructions for packet submittal follow. Commissioners will convene to review submissions and plan to select an artist in August. The Art Commission reserves the right to reject proposals or applicants.
Quality and strength of past work as demonstrated in submitted application materials.
Exhibited experience successfully completing murals and/or large scale paintings. When
applicable, how studio work may be translated to mural scale and venue.
Skill and interest in creating site or project-specific artwork.
Capacity to work collaboratively with a wide range of individuals including artists, community
members and public art staff.
Evidence of good business practices with former project coordinators/owners.
PRE-SUBMITTAL SITE VISITS: Artists are strongly encouraged to visit the mural location prior to submission, both to obtain a feel for the space and how it functions as well as to assess the condition of the wall. The mural wall is located at 109 E. Kaufman Street in Historic Downtown Rockwall, Texas. Project location is accessible to the public at all times.
REFERENCES: Please provide three past business references to include project name, contact, address, phone number and email. By providing such references, applicant hereby grants commissioners access to references.
DEADLINE: Submissions are due by 5:00 p.m. July 31, 2017. Submissions arriving after the deadline date will not be considered.
a. Up to ten slides on USB, hard copy or photographs of representative work will be accepted. In addition, please include your resume, one page narrative stating your interest in this project, as well as references. References should include a description of work, contact name, phone number and email.
b. Submissions will not be returned to the artist once reviewed.
c. Every work should be labeled on the front of the slide with the artist’s name, title of the work,
date and location of creation.
d. All materials must be contained in a single envelope not to exceed 16” X 20”. The Art
Commission reserves the right to duplicate materials for its artist registry. Artists not wishing
their work duplicated for the registry should clearly indicate in writing in their submittal.
e. All artists who submit for this project will be notified in writing of the selection panel’s decision.
