REPORTS TO: Deputy Director
EMPLOYEE STATUS: Exempt F/T
LOCATION: Houston
BASIC PURPOSE: This position is responsible for dealing with the full scope of human resource matter on a day-to-day basis. This will involve development of overall strategies, near-and long-term planning, training, compensation benefits, and recruitment.
This person will be responsible for undertaking the task of introducing the appropriate level of human resource disciplines while maintaining and enhancing the creative process and team-oriented approach that characterizes the organization.
JOB RESPONSIBILITIES:
Responsible for the strategic direction, overall management, administration and delivery of all human resources programs within a business line in accord with organizational strategic goals and legal requirements
Provides strategic guidance and counsel on all major human resources initiatives, including leadership issues, employee relations concerns, performance management, sourcing and staffing initiatives, competitive analysis of market compensation, retention programs, training and talent management, change management, short- and long-term total rewards, etc.
Partners with executive team in order to plan, implement and develop human resources strategies to support the needs of AVANCE, Inc
Acts as a liaison between the employees and management team in the implementation and/or interpretation of human resources-related programs, policies and HR procedures
Serves as a catalyst within the organization to ensure continuity of human resources program implementation and communication
Design and implement a human resource planning process and system.
Expand and professionalize the training and development program.
Manage and evaluate the compensation practices and performance measurement criteria.
Establish on-going programs focused on optimizing internal communication with employees.
Implement a computerized human resource information system, which integrates with the information requirements of all human resource functions.
Directs and supervises the day-to-day operations of Human Resources and evaluating outcomes of existing services.
May perform other tasks and/or special project-oriented duties as identified.
WORK EXPERIENCE:
Required:
8 years of HR experience needed.
8 years experience in investigating and resolving employee relations issues and organizational development problems and initiatives
8 years experience in communicating and negotiating with senior management
5 years experience in leading or managing a team
Strong generalist background in human resources with specific experience in training and development, human resource planning, compensation, benefits and human resource information system.
EDUCATION:
Required:
Bachelor's degree in Business, Communication, Psychology, Industrial Relations, Labor Relations, or Human Resources from accredited University.
Preferred:
Human Resource Certification, - PHR, SPHR
Bilingual English/Spanish is a plus.
Experience with non-profits, or community services agencies.
SPECIAL SKILLS:
Ability to bring a consultative approach to the human resource function leading to the creation of flexible programs in a diverse and changing partnership environment.
Strong communication skills—both written and verbal.
Demonstrated experience in organization noted for the quality and innovativeness of its human resource operations, policies and procedures.
Demonstrated ability to be an agent of change and have succeeded in implementing the innovation and installation of responsive and forward-looking human resource policies.
Ability to be responsive to the needs of the organization.
Demonstrated success in handling confidential information.
Fosters a workable, effective, and productive relationship with other staff, administration, volunteers, corporate and community organizational executives and personnel.
Personal computer and software packages—DOS, Windows, Word, Excel, Ceredian, etc., Calculator, Fax Machine, copier and audiovisual equipment.Must be able to work on flexible schedule.
Must have reliable transportation.
Must have a valid Texas Driver’s license.
Must be able lift and carry 15-30 lbs.
