General Summary: Director of Facilities plans, organizes, and directs the operation, preventive maintenance, plant management, and repair of facilities which includes two (2) administrative buildings with their adjoining warehouses, and presently seven (7) standalone school sites with grounds.
Assists with maintenance of an additional eight (8) sites located in public schools, low income housing projects, and non-profits. Is responsible for maintenance of company vehicles.
Works with the Sr. Directors to assure Safety Plans and Disaster Plans for every site.
Supervises at least four facilities employees, custodian of the Administrative building, and acts as liaison to contracted custodial services firm.
Prepares and monitors systems to assure routines which reduce emergency repairs. Recommends projects necessary to maintain and improve centers, and communicates with vendors and contractors working at AVANCE sites.
Helps to arrange training for all custodial staff.
JOB RESPONSIBILITIES
Responsible for planning, organizing and directing the care, preventive maintenance, and security of all AVANCE-Houston Inc. buildings and grounds, in accordance with AVANCE’s purchasing, budgetary, and other administrative policies. On-call twenty four hours for problems related to buildings, equipment and security.
Responsible for identifying and overseeing all contractual services related to AVANCE buildings and grounds (e.g. leases for Centers, office space, maintenance contracts, janitorial services, trash removal, ADA building compliance, security, expansions, collecting Davis Bacon verifications, etc.).
Works with AVANCE personnel to resolve problems associated with the maintenance and security of all buildings and grounds.
Develops and presents recommendations for the improvement of facilities and grounds, and oversees implementation of approved projects.
Assures routine maintenance of agency vehicles.
Assures that fire code is met at the two Administrative buildings, works closely with the alarm system companies, and annually collects the Disaster Plans for every site AVANCE-Houston, Inc. is offering child and/or adult classes
Works with Executive Director and Chief Operating Officer and others in property acquisition, site development, obtaining architectural services, construction managers, general contractors, City and County Fire Marshalls and other Inspectors, Child Care Licensing permit representatives, and small repair companies.
Responsible for organization, security on, and orderly maintenance of materials in warehouses and all offsite storage. Responsible for assuring successful moves and storage of all furniture and fixtures.
Assists in hiring Maintenance staff, establishes work rules and schedules for Facilities department employees (compatible with AVANCE-Houston, Inc. guidelines), participates in Facilities personnel matters including disciplinary action, performance reviews, etc.
Attends various meetings with committees, building authorities, and others to make presentations relating to the care and maintenance of buildings and facilities and to receive ideas from others.
Works closely with Head Start and Early Head Start Center Operations.
Directly Supervises custodial staff in both administrative buildings and assists in assuring appropriate training for all AVANCE-Houston, Inc. custodians.
Assist EHS/HS Center compliance with Head Start and Early Head Start facility and playground regulations.
Develops and implements policies and procedures pertaining to facility operation.
Develops a recommended budget for the Facilities Department; monitors adopted budget and authorizes expenditures in conformance with policies. Projects expenses and prepares for periodic reports on the activities of the department.
Education/Experience
Bachelors Degree in Business Administration, facility or plant management or related field, five years of experience in facility operations and management of multiple facilities including responsibility for HVAC systems, electrical, electric “security” doors and gates, and plumbing and structural features such as roofs, doors, drainage, parking lots, and knowledgeable of environmental regulations.
SPECIAL SKILLS
Must have background in simultaneous management of multiple buildings and sites (15 or more) and small working crew
Must have systems monitoring background
Must have capability and proven experience in construction trades: carpentry, plumbing, electrical
Must be computer literate with knowledge of project management software
Must have dependable transportation, valid driver’s license, proof of current insurance and be insurable under Avance’s guidelines.
Background including working with City and County commercial permitting a plus
Working Conditions:
Works in office conditions.
Works outside in varying weather conditions.
Conducts job site visitations including being on roofs and under sinks
Must be able to create and monitor a reasonable remodeling/repair project timeline
Travels to other offices and occasionally out of state for training
