Tony Chauveaux, chairman of the Texas Commission on the Arts, has been named deputy chairman of the National Endowment for the Arts. For fiscal 2004, the TCA is budgeted to hand out nearly $3.3 million in grants, a 46 percent decrease from fiscal 2003. Ouch.
